The Naval Postgraduate School (NPS), located in Monterey, California, is the premier graduate education and research institution for the U.S. Navy. Serving approximately 2,500 military officers, Department of Defense (DoD) civilians, and international defense community members, NPS delivers defense-focused graduate and certificate education, including classified studies and interdisciplinary research. The school plays a critical role in improving operational effectiveness and technological leadership across the armed services. The Graduate Learning Center (GLC)-home to the Graduate Writing Center (GWC) and the Thesis Processing Office (TPO)-provides essential academic support services to help students meet rigorous graduate standards. These services include individualized instruction, writing workshops, thesis processing, and faculty development. The GLC is critical to maintaining NPS's high on-time graduation rate (~93%) and fostering academic integrity and excellence across disciplines, including engineering, national security affairs, systems engineering, and cyber operations.

Summary :

The Contract Manager ensures all aspects of this education and research-support contract are delivered effectively, within budget, and in compliance with DoD/Navy regulations.

Key Responsibilities :

• Serve as primary liaison to the Contracting Officer Representative (COR)
• Monitor budget, FTE alignment, and project timelines
• Produce monthly and ad-hoc status reports
• May require Secret or higher, depending on role involvement
• Supervise contractor team and handle recruitment/orientation
• Coordinate compliance with security, training, and deliverable standards

Qualifications :

• Prior experience managing federal contracts, ideally in education or defense sectors
• Familiarity with FAR, Navy/DoD policies, and academic program management
• Strong project and personnel management skills
• Proficiency in MS Excel, SharePoint, and government tracking tools
