Job Description

Lead Database-ETL-.Net Developer

Provide IT consulting services for the software development of Utah State Hospital's electronic medical record (EMR). Hourly rates are fully loaded (includes all costs to provide the IT consulting services on-site at the Utah State Hospital facilities)

Organizational Context

Utah State Hospital's EMR is a system for managing information related to all aspects of a patient's psychiatric and medical treatment at the hospital. Utah State Hospital is an inpatient psychiatric treatment facility. Core functionality of information management is divided between PowerBuilder technologies and web technologies (.Net). eChart is built using PowerBuilder. Utah State Hospital has been in the process of migrating modules from eChart to web-based architecture.

The State of Utah's Department of Technology Services (DTS) is looking for a talented lead developer at the Utah State Hospital (USH). The team is responsible for building and maintaining a full-stack .NET Electronic Health Record (EHR). The ideal candidate for this position has 10+ years of expertise in database management, ETL, application development, specifically with SQL Server, C#, ASP.NET, HTML, CSS, SASS, JavaScript, TypeScript, Blazor, jQuery, AWS and third-party software integration and support.

The candidate chosen will be required to have excellent communication, organization, and leadership skills as well as perform advanced level Information Technology related duties in support of USH business needs. This is a senior level position and will be filled by a qualified applicant with expert level development skills to design, implement, test, and maintain various development projects.

Job Duties and Skills:

Lead Database Developer
  • Designs, develops, and implements database systems to meet application or business needs.
  • Key Responsibilities :
    • Writes and optimizes complex SQL queries, stored procedures, triggers, and functions.
    • Designs database schemas, tables, and relationships to support applications.
    • Ensures data integrity and efficient data retrieval for applications. o Collaborates with software developers to integrate databases with applications.
    • May work on data modeling and performance tuning for specific use cases.
    • Performs audits on data retention and data logging strategies.
    • Cross server login authentication for production or test users
  • Skills :
    • Strong programming skills (e.g., SQL, T-SQL). o Knowledge of database design principles and normalization.
    • Familiarity with application development and APIs.
  • Tools : SQL Server 2022
  • Focus Area : Building and optimizing databases for application functionality and security.
Lead ETL Developer
  • Design and Develop ETL Processes : Create and implement ETL pipelines to extract data from structured and unstructured sources, transform it (e.g., clean, aggregate, enrich), and load it into target systems like data warehouses or databases.
  • Data Integration : Integrate data from multiple sources, ensuring consistency, accuracy, and reliability.
  • Optimize Performance : Tune ETL processes for efficiency, scalability, and performance, minimizing processing time and resource usage.
  • Data Quality Assurance : Implement data validation, cleansing, and error-handling mechanisms to ensure high-quality data.
  • Collaborate with Stakeholders : Work with data analysts, data scientists, and business teams to understand data requirements and deliver solutions.
  • Maintain and Monitor ETL Jobs : Schedule, monitor, and troubleshoot ETL workflows, ensuring timely and accurate data delivery.
  • Documentation : Document ETL processes, data mappings, and workflows for reference and compliance.
  • Stay Updated : Keep abreast of new ETL tools, technologies, and best practices to improve processes.
  • Technical Skills :
    • Strong SQL knowledge for querying and manipulating data.
    • Experience with databases (e.g., SQL Server 2022, Microsoft Access).
    • Expertise with programming/scripting languages (e.g., C#) often used for data transformation or manipulation.
  • Soft Skills :
    • Strong problem-solving and analytical skills.
    • Attention to detail and commitment to data accuracy.
    • Effective communication to collaborate with technical and non-technical teams.
.Net Lead Developer
  • Develop, test, and maintain applications using C# and .NET (Core, Framework).
  • Help and mentor junior .Net developers
  • Write clean, efficient, and well-documented code following best practices.
  • Collaborate with product managers, designers, and other developers to define requirements and deliver solutions.
  • Troubleshoot, debug, and optimize existing systems.
  • Participate in code reviews and ensure adherence to coding standards.
  • Stay updated on emerging technologies and propose improvements to processes and tools
Third Party Software Support Engineer

A third-party software support engineer provides technical assistance and troubleshooting for software developed by an external vendor or company, rather than in-house. Their key responsibilities include:

  • Diagnosing Issues : Investigating and resolving software-related problems reported by users, often by analyzing logs, error messages, or user feedback.
  • Customer Support : Communicating with clients (via email, phone, or ticketing systems) to understand issues, provide solutions, or guide them through fixes.
  • Liaising with Vendors : Collaborating with the third-party software provider to escalate complex issues, report bugs, or request patches/updates.
  • Configuration and Integration : Assisting with software setup, configuration, or integration into existing systems to ensure compatibility and functionality.
  • Documentation : Creating or maintaining knowledge bases, FAQs, or guides to help users troubleshoot common issues.

They act as a bridge between the end-user, their organization, and the software vendor, ensuring smooth operation and user satisfaction.
