Job Overview The Tester will play a crucial role in ensuring the reliability, functionality, and security of the Hawaii Department of Human Services (DHS) Benefit, Employment, and Support Services Division (BESSD) applications portfolio. This position requires expertise in testing methodologies across diverse technology platforms, from mainframe systems to modern web applications. The Tester will design and execute comprehensive test plans, identify defects, validate fixes, and ensure that all system modifications meet quality standards and business requirements before implementation. The role demands both technical knowledge of BESSD's complex systems and understanding of the business processes they support.

contingent upon award , and will be
hybrid, based in/near Oahu, Hawaii .
Primary Duties - Develop and execute comprehensive test plans for diverse systems including HAWI/HARI (mainframe eligibility), HANA (web-based Oracle application), CAPS (contracts management), EDM/ECF (document management), and PAIS (public portal).
- Design test cases based on business requirements, technical specifications, and user workflows.
- Perform functional, regression, integration, and system testing across multiple technology platforms.
- Test interfaces and data exchange between systems, particularly for federal reporting compliance.
- Conduct performance and load testing to ensure system stability under varying conditions.
- Execute security testing in accordance with NIST standards, particularly SP 800-53 controls.
- Document test procedures, results, and defects with clear, reproducible steps.
- Validate system modifications and enhancements before production implementation.
- Test data conversion and migration processes between legacy and modern systems.
- Support user acceptance testing by preparing test environments and assisting DHS staff.
- Verify cross-browser and cross-platform compatibility for web applications.
- Perform database testing to ensure data integrity and quality.
- Test backup and recovery procedures to ensure business continuity capabilities.
Necessary Skills and Knowledge - Strong understanding of testing methodologies and quality assurance principles across diverse technologies:
- Mainframe testing for IBM Z System environments, CICS, COBOL, ADABAS/NATURAL
- Web application testing for Java/J2EE, Oracle database applications
- Portal testing for IBM Websphere Portal and Adobe Experience Manager (AEM)
- Modern web technology testing for JavaScript frameworks (Angular, Vue.js, React)
- Document management testing for IBM FileNet and DataCap
- API and web services testing for Boomi and Apigee integrations
- Knowledge of database testing across Oracle, DB2, MS SQL, and Google BigQuery.
- Experience with test management tools and defect tracking systems.
- Understanding of automated testing approaches and frameworks.
- Familiarity with performance and load testing techniques.
- Knowledge of security testing principles and compliance requirements.
- Understanding of public assistance program workflows and business rules.
- Familiarity with virtualization environments (VMware, Xen, KVM) and their impact on testing.
- Experience with container technologies (Kubernetes, Docker) and cloud platforms (AWS, Azure, Oracle OCI).
Required Qualifications - Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience).
- Minimum of five (5) years of experience in software testing and quality assurance.
- Demonstrated experience testing complex, multi-platform applications.
- Experience with both mainframe and web application testing.
- Proficiency in developing test plans, test cases, and test scripts.
- Strong documentation skills for defect reporting and test procedures.
- Analytical mindset with attention to detail and quality.
- Excellent communication skills for effective defect reporting and status updates.
- Experience with integration testing between multiple systems.
- Ability to understand complex business processes and their technical implementation.
Preferred Qualifications - Experience testing public assistance systems or similar government applications.
- Knowledge of federal reporting requirements for programs like SNAP and TANF.
- Previous work with eligibility systems similar to HAWI/HARI.
- Experience with document management systems testing.
- Certification in software testing (ISTQB, CSTE, or equivalent).
- Familiarity with automated testing tools and frameworks.
- Experience with security compliance testing.
- Background in performance testing and optimization.
- Knowledge of data validation techniques across different platforms.
Clearance - Ability to pass required background checks for Hawaii DHS.
- Ability to obtain necessary security clearances for working in state government facilities.
- Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).
